The opportunity

Flour Bluff ISD sought greater supplier competition and long-term budget certainty as its existing electricity agreement approached expiration.

Serving more than 5,500 students, Flour Bluff ISD (FBISD) engaged Tradition Energy through its relationship with OMNIA Partners as the District prepared for an upcoming electricity contract renewal. The timing presented an opportunity to reevaluate its procurement approach and establish a strategy for the years ahead.

FBISD was coming off a long-term, below-market agreement and had historically relied on a single incumbent supplier. With market conditions changing, the District needed to introduce greater competition while prioritizing price stability, budget certainty, and protection from future energy market volatility.

Analysis

Tradition evaluated FBISD’s existing electricity agreement, market conditions, and long-term budget priorities to develop a competitive procurement strategy. The analysis focused on balancing favorable pricing with the District’s preference for long-term stability and reduced exposure to market volatility.

Tradition evaluated procurement options across multiple contract lengths ranging from one to ten years. This provided FBISD with a clear comparison of available pricing and the financial implications of short- and long-term purchasing strategies.

With budget predictability a key objective, Tradition assessed how different contract structures could protect the District from future market fluctuations. The analysis identified a longer-term agreement as an attractive opportunity to secure greater cost certainty.

Rather than automatically renewing with the incumbent supplier, Tradition conducted a transparent, competitive bidding process among qualified suppliers. Requiring the incumbent to compete against alternative providers created greater pricing tension and helped ensure FBISD received competitive market offers.
